Amendments to Taekwondo Canada Safe Sport Policies – OSIC Transition to CCES

Taekwondo Canada (TC)’s Board of Directors has formally approved the following amendment to TC’s policies, governance documents, and procedural framework to reflect changes in the administration of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) for federally funded sport organizations. This amendment is enacted in accordance with the directives issued on May 2, 2024, by the Minister of Sport and Physical Activity.

Effective April 21, 2025, any reference within TC’s policies, procedures, and governance documents to the Sport Dispute Resolution Centre of Canada (SDRCC), the Office of the Sport Integrity Commissioner (OSIC), or the Abuse-Free Sport Program (AFS), where such reference pertains to the administration, enforcement, or application of the UCCMS or AFS under the authority of the OSIC, shall be deemed to be replaced with a reference to the Canadian Centre for Ethics in Sport (CCES). The CCES shall assume full and independent responsibility for the administration of the UCCMS through the Canadian Safe Sport Program (CSSP).

Notwithstanding the aforementioned, any reference to the OSIC or the Director of Sanctions and Outcomes (DSO) in TC’s Discipline and Complaints Policy as it relates to TC and its Members implementing and respecting sanctions imposed by the DSO under OSIC’s mandate shall remain in force.

For the purposes of continuity, compliance, and administrative clarity, individuals previously designated as UCCMS Participants or Abuse-Free Sport Participants, who were subject to the OSIC process under the Abuse-Free Sport framework, shall henceforth be recognized as CSSP Participants and shall be subject to the CSSP rules, as administered by the CCES.

The aforementioned Amendment shall remain in effect with respect to all TC policies, procedures, and governance documents until such time as they are formally revised to explicitly incorporate the CCES’s independent administration of the UCCMS under the CSSP. Any such revisions shall be subject to formal review and approval by the TC Board of Directors.
